A Centre of Excellence for the
Fire and Rescue Service – Consultation : Summary of
Responses

The
Government issued a consultation on proposals for
establishing a Centre of Excellence for the Fire and
Rescue Service in England (CoE). The
consultation set out options for the role,
functions, status and governance of a CoE and
associated costs and possible funding arrangements.
The consultation made clear that a CoE would only be
established if it had the support, including
financial support, of Fire and Rescue Authorities (FRAs)
and other key stakeholders. This paper
contains a breakdown of the numbers of responses
received and provides a summary of the comments
made. It does not attempt to give a full account of
all of the suggestions or comments made. In
addition, it should be noted that not all of the
respondents commented on or responded to every
question raised as part of the consultation
exercise.

This circular
details a new voluntary marking and support scheme
aimed at assisting emergency response to incidents
involving the transport of packaged dangerous goods
by road.

This is the second
of a new series of monthly ‘highlights’ notes to
inform Fire and Rescue Authorities (FRAs) and senior
staff in the Fire and Rescue Service (FRS) of
progress with the Programme. Suggestions are welcome
about how to make the notes most useful to FRAs and
the FRS; any comments should be sent to the contact
below.
The United States
Fire Administration (USFA) announces the release of
the Interstate 35W (I-35W) Bridge Collapse and
Response Technical Report. The report examines the
area's emergency preparedness for, and response to,
the August 1, 2007 bridge collapse in Minneapolis,
Minnesota that killed 13 people and injured 121
others.
“The uniqueness
of this bridge collapse, and the challenges
faced by firefighters and their command staffs,
offers an opportunity for firefighters across
this nation to learn from the Minnesota response
to this event.”
The adequacy of refuges,
escape stairs and management procedures

The overall aim of
this project is to enhance fire safety, and
specifically evacuation procedures for disabled
people, in buildings. This report summarises
the findings from the consultation process into the
adequacy of refuges and evacuation procedures. The
literature review and consultation processes are
described, summarising longer reports (213437 and
213442) produced previously. Finally it makes
recommendations for potential changes to regulations
and for future work.
The U.S.
Fire Administration (USFA) has issued an updated
version of the Firefighter Autopsy Protocol manual.
The Protocol has been extensively revised since the
original 1994 edition. The new Firefighter Autopsy
Protocol manual addresses additional areas of
information and considers emerging issues and new
technologies for conducting autopsies.
